Amends Arizona Revised Statutes sections relating to the state board of appraisal to require fingerprint clearance cards instead of criminal background checks for appraiser applicants and appraisal management company owners and controlling persons.

Extends the prohibition period for reapplying for an appraiser license or certificate from two years to five years after revocation under section 32-3611.

Authorizes the board of appraisal to issue decrees of censure, impose probation periods, and impose civil penalties up to $3,000 per complaint for violations; allows the board to collect costs and reasonable attorney fees from respondents if the board prevails in formal hearings.

Modifies complaint procedures by establishing a five-year statute of limitations for appraisals and prohibiting complaints against board members regarding their performance of board duties; requires consolidation of multiple complaints filed within six months by the same entity against the same appraiser for the same appraisal.

Adds the state board of appraisal to the list of agencies under Arizona's fingerprinting clearance card requirements in sections 41-619.51, 41-1758, and 41-1758.01.
