Requires retailers selling graffiti implements to request and examine age identification; provides affirmative defense if proper ID procedures are followed.

Creates new offenses for minors who misrepresent age to obtain graffiti implements (class 1 misdemeanor) or solicit others to purchase implements for them (class 3 misdemeanor); violators' driver licenses suspended until age 18.

Requires businesses to store graffiti implements in areas not accessible to the public without employee assistance; violation subjects business to civil penalty of at least $500.
