Establishes a fixed tuition rate program for eligible undergraduate students at Arizona Board of Regents universities, capping tuition increases for eight consecutive fall and spring semesters beginning with initial enrollment.

Allows universities to extend the four-year completion period if a specific undergraduate program requires more than four years to complete.

Permits students not completing their degree within eight semesters to pay an increased fixed rate equivalent to new students' tuition for semesters nine and ten, then prevailing rates thereafter.

Excludes summer and winter session classes from the semester calculation, and tolls the fixed rate period for military students called to active duty who reenroll within twelve months of discharge.

Defines eligible students as undergraduate degree-seekers only, excluding law students, postgraduate students, visiting students, and high school students taking college courses.
