Amends section 16-914.02 of Arizona Revised Statutes to require corporations, limited liability companies, and labor organizations to register and disclose independent expenditures that meet specified thresholds: $5,000+ for statewide races, $2,500+ for legislative races, and $1,000+ for local races.

Adds new requirement that corporations, limited liability companies, and labor organizations receiving contributions must disclose those contributions in a format prescribed by the filing officer.

Requires all independent expenditure advertisements and literature to clearly disclose the name of the entity making the expenditure with "paid for by" language and state the expenditure is not authorized by any candidate or campaign committee.

Establishes civil penalties of up to three times the total expenditure amount for failure to register, notify, or disclose as required, and makes knowingly false filings or failure to file required reports a class 1 misdemeanor.

Clarifies that entities organized primarily to influence elections and accepting contributions must register and file as political committees.
