Amends Arizona Revised Statutes Title 12, Chapter 5, Article 1 by adding section 12-513 to address civil actions related to sexual offenses.

Eliminates the statute of limitations for civil lawsuits seeking damages for physical, psychological, or other injuries resulting from conduct that constitutes violations under Title 13, Chapter 14 or 35.1 (sexual offense statutes).

Extends the unlimited filing period to include incest under section 13-3608 and offenses with equivalent elements that were in effect before the bill's effective date.

Allows victims to bring civil actions at any time, regardless of when the injury occurred or when the offense was committed.
