Establishes state employee rights to join employee organizations and requires state departments to recognize organizations with at least 1,000 members at the bargaining table.

Requires state departments to meet and confer with recognized employee organizations at least once every two years regarding hours, wages, benefits, and terms and conditions of employment.

Prohibits department employees and employee organizations from engaging in sickouts, work slowdowns, strikes, or any actions that disrupt service delivery.

Requires written agreements reached through meet and confer negotiations to be submitted to the governor for final review and binding decision, subject to applicable statutory limitations.

Establishes voluntary mediation process available to either party if settlement is not reached after reasonable negotiation period, with a neutral third-party mediator facilitating discussions.
