Allows labor organizations to require nonunion employees in unionized collective bargaining units to pay for the actual costs of grievance representation incurred by the union when the employee initiates a grievance.

Caps reimbursement liability at an amount equal to the dues of a union member during the most recent contract period.

Permits employees to reimburse representation costs through monthly payments equal to normal monthly membership dues until the full amount is paid.

Authorizes labor organizations to file a lawsuit for payment of representation costs if an employee fails to begin reimbursing within 30 days after final grievance decision.

Preserves the right of nonunion employees to self-represent or retain their own legal counsel in grievance proceedings.
