Requires school district governing boards to adopt and administer personnel policies that provide noncertificated (non-teacher) employees with substantially equivalent due process procedures as those prescribed in state law for certificated teachers.

Amends Section 15-502, Arizona Revised Statutes, regarding employment of school district personnel.

Updates contract transmission procedures for certificated employees to require submission to both school district and personal email addresses when contracts have not been transmitted by end of current school year.

Maintains existing requirements that school districts pay discharged employees their wages within ten calendar days of discharge.
