Allows school district governing boards to vote to permit district pupils who are full-time students to apply for empowerment scholarship accounts, expanding eligibility beyond current law.

Requires school districts to continue counting ESA recipients in their average daily membership and retain one-fourth of the per-pupil funding that would have been generated for those students.

Reduces the amount deposited into an ESA recipient's account by the amount of K-12 funding the school district retains under this provision.

Adds children allowed to apply for empowerment scholarship accounts through a school district governing board vote to the definition of "qualified student" in statute.
