Amends Arizona Revised Statutes section 48-252 to require special taxing districts to submit their annual budgets to the county assessor in addition to the county board of supervisors and county treasurer.

Budgets must be submitted no later than July 10 of each year to the county assessor, county treasurer, and board of supervisors.

Allows the county assessor, in addition to taxpayers, the board of supervisors, or county treasurer, to petition superior court to compel submission of a delinquent budget.

Authorizes courts to award reasonable attorney fees and costs to the county assessor when enforcing budget submission requirements through court action.

Exempts districts organized under chapters 4, 5, 6, 17, 22, 27, and 28 of title 48 from these budget reporting requirements.
