Requires ride-sharing networks operating in Arizona to register with the Department of Weights and Measures, obtain a business license, and maintain a registered agent in the state.

Mandates ride-sharing networks maintain minimum one million dollars per incident excess liability insurance coverage and provide annual proof to the department.

Requires ride-sharing networks to conduct criminal background checks and driver license record checks on operators, prohibiting those convicted of certain crimes within the past 7 years or with suspended/revoked licenses in the past 3 years.

Establishes operational requirements including vehicle safety inspections before service, prohibition of drug and alcohol use while operating, and immediate platform access revocation upon complaints.

Establishes that ride-sharing regulation is a matter of statewide concern and exempts ride-sharing networks from further regulation by counties, cities, or towns, except for airport operators setting additional requirements at public airports.
