Amends Arizona Revised Statutes section 41-192.02 to authorize the Attorney General to represent state officers or employees subject to civil nonparty subpoenas in addition to those involved in civil actions.

Expands representation coverage to include situations where an officer or employee receives a civil nonparty subpoena, maintaining the existing requirement that representation continues only until it is established the activity was within the scope of employment.

Permits agencies authorized by law to employ legal counsel to provide representation to their officers and employees under the same circumstances as the Attorney General.

Maintains the Attorney General's authority to represent fire districts when the county attorney cannot due to a conflict of interest.
