• Expands parental consent requirements for minors seeking abortion by making it a class 1 misdemeanor for anyone to intentionally cause, aid, or assist a minor in obtaining an abortion without parental consent or judicial authorization.

• Requires abortion reporting forms to include information about whether an infant was born alive during or immediately after an attempted abortion and what efforts were made to preserve the infant's life.

• Provides attorney general, county, and city attorneys explicit standing to intervene in any legal proceeding challenging the constitutionality or application of abortion clinic inspection provisions.

• Exempts the Department of Health Services from standard rulemaking requirements for one year to implement the act.
