Amends section 40-407 to change the reference to tax seizure and sale procedures from "sections 42-19108 through 42-19114" to "sections 42-19108 through 42-19113".

Amends section 42-18201 to require that actions to foreclose the right to redeem a tax lien must name the county treasurer as a party to the action.

Amends section 42-19113 regarding the sale of personal property for unpaid taxes by clarifying procedures when no sufficient bid is received.

Repeals section 42-19114, Arizona Revised Statutes, in its entirety.
