Amends Arizona Revised Statutes section 17-332 to allow transfer of big game permits or tags to qualified organizations for use by minors with life-threatening medical conditions, minors with permanent physical disabilities, or veterans with service-connected disabilities.

Requires the commission to prescribe the manner and conditions of transferring and using permits and tags, including an application process for qualified organizations.

Allows parents, grandparents, or legal guardians to transfer their big game permit or tag to a minor child or grandchild to use in the field under specified conditions, including parental/guardian accompaniment and possession of a valid hunting license.

Minors under 14 years of age must satisfactorily complete the Arizona hunter education course or an approved comparable course before using transferred permits or tags.

Big game taken by a minor using a transferred permit or tag counts toward the child's bag limit rather than the adult's limit.
