Amends section 11-362 to require the Arizona prosecuting attorneys' advisory council to modify deferred prosecution program guidelines as necessary when statutes authorizing the program are changed.

Requires county attorneys administering deferred prosecution programs to maintain statistical records including enrollment numbers, completion rates, and subsequent felony conviction rates for participants.

Requires county attorneys to annually submit program evaluations to the president of the senate, speaker of the house, and joint legislative budget committee.

Establishes authority for the Arizona prosecuting attorneys' advisory council to provide technical assistance to county attorneys developing or refining deferred prosecution programs.

Creates a new county attorney deferred prosecution fund that counties may establish, funded through general appropriations, federal monies, and grants or donations from public or private sources, to be used at the county attorney's discretion for administering deferred prosecution programs.
