Amends Arizona Revised Statutes Section 15-808 to allow students to concurrently enroll in both traditional school districts or charter schools and Arizona online instruction programs.

Prohibits school districts and charter schools from requiring receipts from online course providers as a condition of accepting credits earned between May 1 and July 31.

Requires online course providers and schools to release student transcripts within 10 days of valid request and mandates acceptance of elective and core credits from concurrent enrollment programs.

Establishes that online course providers are not required to report standardized test scores or participation for students enrolled less than 75 percent of class time, and allows online course providers to retain students who fail to take required standardized tests.

Creates enforcement mechanism allowing the state board of education, state board for charter schools, or superintendent of public instruction to withhold up to 2 percent of monthly state aid from non-compliant school districts, charter schools, or online course providers.
