Amends Arizona Revised Statutes section 32-1237 regarding restricted permits for dentists.

Adds the phrase "at least" before the three-year requirement for applicants who must demonstrate active engagement in dental practice, residency training, or equivalent postgraduate training.

Allows applicants to qualify for a restricted permit if they hold a dentistry license from another U.S. state, territory, or the District of Columbia and meet other specified criteria.

Restricts permit use to charitable dental clinics or organizations offering services without compensation or at rates that only reimburse for supplies and overhead costs, with no compensation to the dentist.
