Amends Arizona Revised Statutes sections 45-2423, 45-2457, and 45-2491 to authorize the Arizona Water Banking Authority to purchase long-term storage credits in addition to accruing them.

Allows long-term storage credits purchased by the authority to be distributed or extinguished according to the same rules of operation that apply to accrued credits based on funding sources.

Enables the authority to purchase long-term storage credits accrued by Indian communities and distribute them consistent with rules governing general fund appropriations.

Adds authority for the state to purchase long-term storage credits as part of fulfilling Indian firming obligations under federal law (Public Law 108-451).

Modifies accounting and operational requirements to track purchased credits separately by funding source to ensure proper distribution according to statutory purposes.
