Amends Arizona Revised Statutes section 14-5103 regarding payment and delivery of money or property to minors.

Allows settlement of suits or claims on behalf of minors when the net settlement amount is $10,000 or less without court approval.

Requires appointment of a guardian ad litem if the net settlement exceeds $10,000 or if the court identifies potential conflicts of interest between the minor and parent or legal guardian.

Clarifies that settlement amount does not include attorney fees, court costs, medical expenses, or other claim-related expenses.

Specifies that persons receiving money or property for a minor must protect and preserve it, may only use funds for the minor's support and education, and must turn over any remaining balance when the minor reaches majority age.
