Allows persons possessing unclaimed cremated remains for at least one year to release verification information to the U.S. Department of Veterans Affairs or veterans' service organizations to determine if remains belong to a veteran or veteran's dependent eligible for veterans' cemetery burial.

Permits transfer of unclaimed cremated remains to veterans' service organizations for interment in veterans' cemeteries after verification that the decedent was a veteran or eligible dependent, provided reasonable efforts were made to locate relatives.

Grants immunity from civil liability to persons releasing verification information or transferring remains, and to veterans' service organizations conducting interment or transport to veterans' cemeteries.

Adds definitions including "verification information" (data required to verify veteran status and eligibility), "veterans' service organization" (organizations chartered by Congress or recognized by the VA, including certain nonprofit charitable organizations), and clarifies "burial" includes cremation.
