Amends section 13-3102 of Arizona Revised Statutes regarding misconduct involving weapons by clarifying what constitutes "contacted by a law enforcement officer" to include lawful traffic stops, criminal investigations, arrests, detentions, and investigatory stops based on probable cause.

Expands the definition of "contacted by a law enforcement officer" to specifically include investigatory stops by law enforcement that are based on probable cause that an offense has been or is about to be committed.

Adds a new paragraph 16 to subsection A making it misconduct involving weapons to traffic in weapons or explosives for financial gain in order to assist, promote or further the interests of a criminal street gang, criminal syndicate or racketeering enterprise, classified as a class 3 felony.

Clarifies that misconduct involving weapons under the new trafficking provision (paragraph 16) is a class 3 felony, consistent with penalties for other serious weapons misconduct offenses.
