Requires licensed firearms dealers to facilitate all assault weapon sales between private parties, including conducting federal background checks and charging a maximum $50 administrative fee.

Defines "assault weapon" to include semiautomatic rifles with detachable magazines and certain features (pistol grip, folding stock, barrel shroud), semiautomatic pistols with detachable magazines and specific features, semiautomatic shotguns with certain characteristics, and conversion kits for assembling assault weapons.

Establishes exemptions from assault weapon transfer requirements for law enforcement, military personnel, gunsmiths performing repairs, common carriers, supervised target shooting and hunting, and certain family members retaining possession for up to 14 days.

Violating assault weapon transfer requirements is classified as a class 1 misdemeanor.

Requires firearm show operators to post signage about background checks, notify exhibitors of background check requirements, and provide access to licensed dealers to conduct background checks; violations subject to civil penalties up to $10,000 per violation.
