Prohibits private prisons in Arizona from accepting transfers of adult prisoners from other states beginning on the effective date of the amendment.

Removes previous notification requirements that private prisons had to provide to state officials before transferring prisoners from other states into Arizona.

Revises the definition of "private prison" to exclude facilities that contract exclusively with the state department of corrections and are primarily directed at housing out-of-state prisoners.

Maintains existing financial responsibility requirements for private prisons, including $10 million in liability coverage through deposits, insurance policies, surety bonds, or certified financial statements.

Keeps in place security officer qualifications and the private prison escapee fund for covering capture costs and liabilities associated with escaped prisoners.
