Amends Arizona Revised Statutes § 41-1682 regarding private prison operations and requirements in Arizona.

Requires private prisons to maintain $10 million in financial responsibility through deposits, insurance policies, surety bonds, or certified financial statements showing net worth exceeding $15 million.

Mandates security officers employed by private prisons be at least 21 years old with no felony convictions.

Prohibits private prisons from housing more prisoners than the number housed on the effective date of this amendment and prevents construction or expansion of private prison facilities in Arizona.
