Directs the auditor general to conduct a special audit examining how the state department of corrections monitors private prison facilities.

Audit must evaluate at least 9 areas: security, inmate management and control, inmate programs and services, facility safety and sanitation, administration, food service, personnel practices and training, inmate health services, and inmate discipline.

Auditor general must submit the audit report with specific recommendations for improving private prison monitoring to the speaker of the house, president of the senate, governor, and secretary of state by December 31, 2014.

Defines "private prison facilities" as any private prison operating in Arizona under sections 41-1609 or 41-1682 of the Arizona Revised Statutes.
