Adds requirement for Arizona Commerce Authority board to award grants, loans, tax incentives and other economic development incentives by formal vote at public meetings, with exception for executive session if award could harm competitive position.

Requires Authority to post list of all awarded incentives on its website within five business days after vote.

Mandates Auditor General submit annual audit report to Governor and Legislature by December 31, and conduct performance audits at least every three years evaluating the Authority's procedures for evaluating applications and ensuring compliance.

Requires Authority to submit annual report to Legislature by November 1 detailing number of direct jobs created by each recipient, average money awarded per job, and estimated economic and fiscal impact of incentives.

Adds restrictions on confidential information in reports and allows Authority to require recipients to submit information needed to complete required reporting.
