Amends Arizona Revised Statutes section 36-3410 to require the Department of Health Services to adopt evidence-based practice models for regional behavioral health authorities (RBHAs) by rule.

RBHAs must use the adopted practice models to determine funding distribution to service providers for non-Title XIX populations, with funding linked to measurable treatment outcomes.

Practice models must be based on those approved by the Substance Abuse and Mental Health Services Administration (SAMHSA).

Makes minor grammatical corrections to existing statutory language regarding regional behavioral health authority contracts, monthly summaries, and copying fees.
