Extends payment protections previously limited to contractors and subcontractors to include design professionals (architects, engineers, geologists, landscape architects, and land surveyors) who provide design professional services.

Defines "design professional service contract" as written or oral agreements for planning, design, construction administration, consulting, inspection, surveying, and other professional services related to structures, facilities, or land improvements.

Requires owners to make progress payments, release retention, and make final payments to design professionals within seven days of certification and approval, with the same timing and interest provisions that apply to contractors.

Allows design professionals to suspend performance or terminate design professional service contracts if owners fail to make timely certified and approved payments, with the same protections against breach claims afforded to contractors.

Applies the same payment dispute resolution procedures, retention limitations, and attorney fee provisions to design professional service contracts as already apply to construction contracts under Arizona law.
