Director must submit waiver requests to Centers for Medicare and Medicaid Services by March 30 annually to implement work requirements for able-bodied adults receiving AHCCCS benefits.

Work requirement must mandate eligible persons become employed, actively seek employment with departmental verification, or attend job training, with monthly reporting of compliance and income changes.

Administration may ban persons from enrollment for one year if they fail to report income changes or make false compliance statements.

Director must request waiver authority to impose five-year lifetime benefit limit for able-bodied adults, with exemptions for pregnant individuals, sole caregivers of children under five, those receiving disability benefits, full-time high school students, and employed full-time individuals meeting income requirements.

Director must request authority to develop meaningful copayments to deter nonemergency emergency department use and unnecessary ambulance services for non-emergency transportation.
