Modifies sentencing ranges for first-time felony offenders by eliminating mitigated and aggravated sentence options and establishing only presumptive minimum and maximum sentences.

Changes repetitive offender categories by increasing thresholds (category one requires three felonies instead of two; category two requires four instead of three) and removing separate mitigated and aggravated sentencing provisions.

Adds new statute 13-716 allowing courts to impose a minimum sentence of one year or the minimum applicable to the offense (whichever is shorter) when probation is revoked for drug offenses due to non-criminal violations.

Adjusts drug offense sentencing tables in sections 13-3419 and related statutes by removing mitigated and aggravated terms and establishing only minimum and maximum ranges.

Makes conforming changes to parole, work furlough, and home arrest provisions in sections 31-233, 31-412, 41-1604.11, and 41-1604.13 to reflect revised sentencing framework.
