Authorizes the Board of Executive Clemency to release prisoners on medical parole, except those sentenced to death or natural life, if a licensed physician diagnoses an incapacitating physical condition with detailed description and prognosis.

Requires the state Department of Corrections director to review and approve the medical diagnosis before parole is granted, and prohibits medical parole unless the condition renders the prisoner unlikely to pose a danger to public safety.

Allows the board to require periodic medical examinations at the prisoner's expense and permits revocation of medical parole if the prisoner's condition improves and poses a danger to the public.

Restricts medical parole to one year before the prisoner's regular parole or earned release date, unless medical evidence shows the prisoner would not be expected to live more than one year.

Requires a psychiatrist or psychologist evaluation for any prisoner who has served 10 or more consecutive years before medical parole can be granted, and permits requests from the board, Department of Corrections, the prisoner, or specified family members.
