Requires the Arizona Department of Economic Security to obtain approval before prescribing antipsychotic or neuroleptic medications to children under five years old in foster care, relative care, or adoptive placements.

Mandates the department consider the child's diagnosis, FDA approval status for the child's age, prior medication success, and other relevant factors when determining whether to approve such prescriptions.

Directs the department to collaborate with the Department of Health Services and Arizona Health Care Cost Containment System Administration by October 1, 2015, to determine efficient methods for providing comprehensive behavioral health services to children in state custody.

Requires a report to the governor, legislature, and secretary of state on recommendations for providing integrated behavioral health services and data on placement disruptions due to behavioral health issues.

Allows the department to delay implementation if a federal waiver or authorization is necessary.
