Amends Arizona Revised Statutes sections 42-5061 and 42-5159 to modify transaction privilege and use tax exemptions and deductions, effective December 31, 2014.

Adds "and foundations" to the list of structural components and foundations for machinery and equipment used in manufacturing, processing, and other industrial operations to meet federal and state pollution control regulations.

Changes multiple instances of grammatical language from "which" to "that" throughout both statutes for clarity and consistency in legal terminology.

Repeals conflicting versions of sections 42-5061 and 42-5159 that were amended by Laws 2013, chapter 255 to consolidate contradictory statutory language.

Applies retroactively to taxable periods beginning from and after May 19, 1977 for amendments regarding machinery and equipment used in pollution control activities.
