Amends Arizona Revised Statutes section 28-959.01 to add windshields to the exception allowing materials with 33% light transmission (±3%) and 35% luminous reflectance (±3%).

Permits transparent material on the topmost portion of windshields if the bottom edge is at least 29 inches above the driver's seat and the material is not red or amber in color.

Maintains existing prohibitions on placing objects or materials that obstruct a driver's view or alter the color/reduce light transmittance of windshield or side/rear windows.

Requires manufacturers of window tinting products to certify compliance with reflectivity and transmittance requirements to the director.

Preserves medical exemption process allowing the department to issue exceptions for individuals requiring sun shielding for medical reasons supported by physician attestation.
