Amends section 39-121.02 of Arizona Revised Statutes regarding public records access disputes.

Prohibits courts from awarding attorney fees to officers or public bodies in public records denial actions, while allowing fee awards to persons seeking records who substantially prevail.

Preserves the right of non-governmental parties to recover attorney fees, expenses, and double damages under section 12-349.

Maintains existing cause of action for persons wrongfully denied access to public records to seek damages from the denying officer or public body.
