Adds a new deduction from the prime contracting tax base for construction of mixed waste processing facilities located on municipal solid waste landfills for recycling solid waste or producing renewable energy from landfill waste.

Defines "mixed waste processing facility," "municipal solid waste landfill," "recycling," and "renewable energy" for purposes of the new deduction.

Makes the deduction retroactively applicable to taxable years beginning from and after December 31, 2012.

Removes language regarding "alteration" and "repair" from certain contract provisions while reorganizing and clarifying definitions within the prime contracting classification statutes.

Effective date is December 31, 2014 for the amended section 42-5075.
