Amends Arizona Revised Statutes section 48-2053 regarding sanitary district bid procedures.

Extends the timeframe for a sanitary district board to reject bids from 10 days to 30 days after bids are opened.

Allows the board to order rejection by two-thirds vote and perform the work itself as the contractor instead of awarding it.

Limits the district's assessment to the lowest responsible bidder's proposed amount or, if no bids were received, to the estimated amount.
