Amends section 15-975 of Arizona Revised Statutes regarding state and local assistance to school districts.

Requires joint common school districts to keep student count records by county to determine the portion of state, county, and federal funds payable to each county portion of the district.

Mandates that student enrollment and attendance information be submitted electronically to the superintendent of public instruction.

Clarifies that "assessed valuation" for purposes of section 15-101 means the net valuation of the school district portion within each county.

Designates each county portion of a joint school district as a school district employing five or more contract classroom teachers for statutory purposes.
