Changes "Insure" to "Ensure" voting in absolute secrecy (corrects terminology).

Removes redundant language "but no more" from provision allowing voters to vote for not more than the lawful number of candidates for an office.

Removes outdated phrase "be constructed to provide facilities" and replaces with simpler language requiring voting machines to "provide" voting capabilities for primary and general elections.
