Amends Arizona Revised Statutes section 34-401 to correct the effective date for automated external defibrillator (AED) requirements in state buildings.

Clarifies that state buildings constructed or undergoing major renovations costing at least $250,000 on or after July 1, 2003 must be equipped with automated external defibrillators.

Removes outdated language referencing "after the effective date of this section" and replaces it with the specific date of July 1, 2003.

Requires the joint legislative budget committee and governor's office of strategic planning and budgeting to include AED placement funding in capital budgets for new state buildings beginning in fiscal year 2003-2004 and each year thereafter.
