Establishes Arizona Revised Statutes Chapter 7 to govern state participation in Article V conventions for proposing amendments to the U.S. Constitution.

Prohibits delegates and alternates from voting to allow consideration of or approve any "unauthorized amendment" that falls outside the subject matter of the legislative application or call to convention.

Requires all delegates and alternates to take an oath swearing they will not vote on unauthorized amendments; violation of the oath is classified as a Class 2 misdemeanor.

Provides for immediate recall and replacement of any delegate who violates the delegation limitations, with the legislature or authorized committee certifying delegate selections, replacements, and nullification of unauthorized votes to the convention.
