Amends Arizona Revised Statutes section 13-3302 to modify raffle conduct rules for nonprofit organizations and state agencies.

Allows state agencies to participate directly or indirectly in the management, sales, or operation of raffles conducted by qualified nonprofit organizations if net proceeds return to the state agency or its programs.

Clarifies that licensed general hospitals, special hospitals, and cardiovascular medical research foundations may contract with outside agents for raffle management (maximum 15% of net proceeds) if raffles are conducted no more than three times per calendar year.

Changes raffle participation language from "no person except" to "only" bona fide local members of sponsoring organizations to participate in raffle management, sales, or operations.
