Expands civil rights restoration eligibility to include persons convicted in federal courts or jurisdictions outside Arizona, in addition to those convicted in Arizona courts.

Allows persons discharged from federal prisons or prisons in other jurisdictions to apply for restoration of civil rights through Arizona superior courts in their county of residence.

Maintains existing restrictions prohibiting restoration of firearm possession rights for persons convicted of dangerous offenses, and imposing 10-year waiting periods for serious offenses and 2-year waiting periods for other felonies.

Updates statutory language to clarify procedures for filing applications and processing discharge certificates from federal or out-of-state prisons.
