Requires motor vehicle drivers to maintain a minimum safe distance of 3 feet when overtaking and passing bicycles in the same direction.

Establishes civil penalties of up to $500 for violations resulting in serious physical injury and up to $1,000 for violations resulting in death.

Exempts the civil penalty requirements if a bicyclist is injured in a vehicular traffic lane when a designated bicycle lane or path is present and passable.
