Amends Arizona Revised Statutes section 16-901 to redefine "independent expenditure" by adding a new standard based on federal election law (11 CFR section 109.21 as of January 1, 2012).

An expenditure is no longer considered independent if it would constitute a "coordinated communication" under federal regulations for federal campaigns, with the definition now applied to state and local nonfederal campaigns in Arizona.

Allows nonprofit organizations that are not political committees to rely on federal election commission safe harbor provisions (11 CFR sections 109.21(f) through (i)) for determining whether communications are coordinated.

Replaces previous state-specific coordination standards with federal standards regarding arrangement, coordination, or direction between candidates and persons making expenditures.
