Reduces penalties for possession of less than one ounce of marijuana from class 6 felony to a civil penalty of not more than $100, increasing to $200 if unpaid after 90 days.

Changes possession of one ounce to two pounds from class 5 felony to petty offense, and possession of two pounds or more from class 4 felony to class 3 misdemeanor.

Reclassifies marijuana production offenses: less than two pounds becomes class 3 misdemeanor, two to four pounds becomes class 6 felony, and more than four pounds becomes class 5 felony.

Requires first-time juvenile offenders to complete at least 10 hours of community restitution with drug counseling or treatment agencies, with full penalties applied only if not completed within one year.

Makes possession of marijuana offenses under section 13-3405 exempt from mandatory minimum sentences in multiple drug offense convictions under section 13-3419, with similar exemptions for parole eligibility under section 41-1604.16.
