Amends Arizona Revised Statutes Section 23-352 to add restrictions on wage withholding for labor organization dues by state and local government employers.

Requires state, county, municipal, school district, and other political subdivision employers to obtain prior written authorization from employees before withholding wages for labor organization dues.

Mandates that written authorization for labor organization dues withholding must be dated in the same tax year as the date wages are actually withheld or diverted.

Maintains existing employer authority to withhold wages when required by law, when employee provides prior written authorization (with ability to revoke), or when there is a reasonable good faith dispute over wages owed.
