Amends section 41-1442 to clarify that churches are not required to recognize, facilitate, or solemnize marriages inconsistent with the church's sincerely held religious beliefs, doctrines, or tenets.

Defines "church" as a religious assembly or institution, explicitly excluding hospitals, hotels, restaurants, retail businesses, and other traditional places of accommodation.

Adds section 41-1493.05 to prohibit government from requiring a minister to solemnize a marriage that conflicts with the minister's sincerely held religious beliefs.

Amends section 41-1493 to add a new definition of "minister" as an individual authorized to solemnize a marriage pursuant to section 25-124 and updates existing definition numbering accordingly.

May be cited as the "Arizona's First Freedom Act" and includes a severability clause to preserve the act if any provision is found invalid.
