Establishes that the Department of Health Services must maintain a website describing fetal development at two-week gestational increments, listing abortion alternatives and support agencies, and providing objective information about abortion procedures and associated risks.

Allows civil lawsuits by women, married fathers, or maternal grandparents of minors against physicians who perform abortions without proper informed consent, with damages including actual injuries, $5,000 statutory damages or three times the cost of the abortion (whichever is greater), and attorney fees.

Requires abortion clinics to post signs warning that forcing a woman to have an abortion is unlawful and prohibits requiring abortion as a condition of employment or contract, with violations subject to physician license suspension or revocation.
